Poll Shows Between 80% and 90% Support For Insurance Policyholders Bill of Rights

LOS ANGELES, Oct. 8, 2025 /PRNewswire/ -- Consumer Watchdog released polling data showing overwhelming disapproval of the insurance industry and overwhelming public support for the Insurance Policyholder Bill of Rights, a ballot measure filed for the November 2026 California ballot.

"Californians are ready to reform the home insurance industry to protect themselves and their property," said Jamie Court, president of Consumer Watchdog and an initiative proponent. "Nine out of ten voters are concerned about insurance companies cancelling their coverage or raising their premiums. Eight out of ten voters support the key protections in the Insurance Policyholder Bill of Rights."

"The survey[i] conducted in June among California voters shows a 55% majority holds a very unfavorable opinion of 'insurance companies', and in total, more than eight in ten (86%) voters rate them unfavorably compared to one in ten (11%) that regard these companies favorably," according to Paul Maslin and Rick Sklarz of FM3 Research, who conducted the research. "The survey finds that voters are highly supportive of enacting proposals to reform how insurance companies operate and increase insurance policyholders' rights to ensure fair treatment," according to Maslin and Sklarz.

"The legislature has failed to give homeowners the protections they need and deserve," said Court. "Voters may need to take matters into their own hands."

[i] Survey Methodology: From May 31-June 5, 2025, FM3 conducted a survey of 828 California voters likely to cast a ballot in the November 2026 Gubernatorial election. Respondents were contacted via text messaging, email and telephones and interviews were conducted online and via landline and cell/mobile telephone by live interviewers. The sample margin of error for the statewide results is +/-3.5% at the 95% confidence level. Due to rounding, some percentages may not sum to 100%.
